The Felisa Rincon de Gautier Institute for Law and Public Policy opened as a pilot program in 2003 in the Soundview Educational Campus, which also houses another high school, Bronx Academy. The building, in a desolate part of the city, sits across the street from a private sanitation company's dumping grounds, but Felisa Rincon is fortunate nonetheless: It is one of the few new, small high schools that is also in a new building, not sharing space in an old structure with as many as five other schools.
