Students at schools that close entirely can register at other zoned schools (or even at the new school that opens in their former school facility), and many schools phase out instead of shutting down (esp. high schools). The confusion may be because DOE announced new/renovated buildings -- the citywides may go into existing school buildings, especially in their early years, so may not be part of this new-schools announcement. (It's more of a new/updated facilities announcement than actual new schools.)
