		<description>I agree: this is a good first step.

However, we should take longer view on this matter.  Parents and community members are shut out, under the current scheme of mayoral control.  There is no venue for representation of the public.  There is no &lt;i&gt;board&lt;/i&gt; of &lt;i&gt;&lt;b&gt;representatives&lt;/i&gt;&lt;/b&gt; of any sort.  If there were more democratic involvement of parents and communities, there would be no need for lawsuits.</description>
