Major issues would be access/use of science labs, cafeterias, library space, access/use of auditorium/performing arts space, access/use of gyms and athletic facilities, etc. This has been a major problem in the past -- especially the science lab issue. DOE has not been building new science lab. If you put a new small school, whether charter or not, in a building with a pre-existing other school or schools, how do you teach Regents science without enough lab seats? (DOE readers of this posting, feel free to chime in!)
