District 5
District 5 covers Central Harlem. Its boundary starts far west at the Hudson River and 122nd Street and moves east in a jagged fashion, north to 155th Street and the East River. The district has long had some of the lowest-performing schools in the city; however, a growing influx of middle class parents has pushed to improve them. There are a few schools for high-achievers, including the Frederick Douglass Academy, one of the top middle schools in the city. District 5 is home to the famed Choir Academy of Harlem, and the Harlem Children's Zone, a non-profit organization that provides support to Harlem residents and operates two charter schools. The City College School of Education works closely with the district's schools; Riverbank, a New York State park with a skating rink, swimming pool and other recreational facilities, is often used by neighborhood schools and families.

Each district has a superintendent, and a family advocate who is charged with responding to parents' concerns.
In addition, parents in each district elect a Communty Education Council (CEC), an advisory panel, to represent them. CEC members have little formal power but some are effective advocates for parents.
