Nine schools in Manhattan's District 2 and 11 schools in District 10 in the Bronx are so overcrowded that they cannot accept incoming zoned students in some grades. In all, the Department of Education approved capping enrollment for 73 elementary and middle schools as of mid-October, according to data released by the DOE. In schools where there is no room, zoned students may be bused to nearby schools.

Kindergarten was the grade most frequently capped, but at MS 80 in the Bronx, there was no space left on any grade, 6-8. PS/IS 194, a K-8 school in District 11, was similarly affected with all grades but 1st capped.

The opening of new schools in Manhattan's District 2 alleviated some of the worst over-crowding in neighborhood schools, but both PS 3 and PS 41, which share a zone in Greenwich Village, had long waitlists for kindergarten and eventually capped that grade. On the Upper East Side, a waiting list of 70 kindergartners in mid-July at PS 290 had been whittled down to 14 by the start of school, after waitlisted students accepted placements at other public or private schools, or moved out of the city. The school requested capping for kindergarten, said Parent Coordinator Sally Mason, and in the end was able to accommodate some of the remaining students with a slightly higher class size.

Schools must request to be capped, and many crowded schools prefer to have larger class sizes rather than turn away students, especially in tough budget times, because money is allocated according to the number of students.

In Brooklyn, District 20 which covers Bay Ridge, Borough Park and parts of Sunset Park, once again had multiple grades capped in three schools: PS 69, PS 105, PS 160.   In District 21, PS 177, which has a large immigrant population, was capped on all grades.

A few schools in every Queens district capped at least some classes; PS 48 in District 28, PS 33in District 29,  PS 213 andPS 173 in District 26 and IS 237 in District 25 capped several. Three schools in Staten Island capped classes: PS 13 and PS 38 (kindergarten) andPS 21 (3rd grade).
