This is a Pre-K Center, which only serves 3- and 4-year-olds. Pre-K Centers were set up by the Department of Education as a way to expand the number of pre-K seats in areas with little room in regular public schools. Most only offer pre-K for 4-year-olds, but some also offer 3-K for 3-year-olds. Some Pre-K Centers are co-located in a building with another school. Others operate in their own space such as a renovated storefront or closed parochial school.
